Costume shops are often the place where a designer works from. The shop provides the costumes and does the fittings and then rents everything to the production company. They even make costumes from scratch and then rent them again after the production has closed The most famous one in my day was Elizabeth Courtney's ( she was a well known cutter) where Bob Mackie designed for Cher and others. Not familiar with New York but that is my guess our hero was there for his fittings
