I don't know. I mean she has light blonde hair not mousy blonde hair. Other people would kill to have such a blonde hair.

It looks like Ella to me, same shape mouth and wide nose. Kinda hard to see her hair under that cap though. All we can see is a whisp out the back which is totally in shadow.

Isn't Ella almost as tall as DC though? This girl seems shorter.
