I was confussed, in the US a vest is outter wear. I guess in the UK its UNDERWEAR!!!

Ah yes!! In the UK a vest is underwear. It comes in a basic three designs for men, though the sleeveless one on the right is usually called a singlet.
This....which you call a vest, we call a waistcoat.

When you look at other pics, its more like a white t-shirt - open at the neck - rather then underwear IMO...
