He's wearing his Bond boots which probably have a slight lift (or at least a thick sole and heel) + RW is wearing flats + they are walking on a slope, she is downside and he is upside.

Didn't look at her shoes. That's probably it togther with them on uneven pavement. So - still a dwarf?
